Nationals of the EU/EEA Member States and Switzerland including the latest two countries of Bulgaria and Romania are able to work without restriction in Portugal, including citizens of the two most recent members Bulgaria and Romania.
For all other nationalities, a work permit is required and it is fair to say that the expansion of the EU has made obtaining a work permit for non-EU nationals even more difficult. The conduct of any professional activity in Portugal is governed by a quota scheme for certain activities. This scheme is reviewed frequently by the Portuguese government.
