Nationals of Norway, Iceland, Liechtenstein and Switzerland enjoy free movement of persons in Malta. They only have to apply for residence documents at the Office of the Principal Immigration Officer (Police Headquarters, Floriana).
EU nationals have the right to work and reside in Malta. They still need an employment licence, though, which has to be applied for at the Employment and Training Corporation and which is granted automatically.
This is not the case for citizens from Bulgaria and Romania who have to apply for an employment licence which is not granted automatically. Their application will be considered on its own merits and in the light of labour market requirements.
All other nationalities need to go through a full work permit application. A work permit may be granted only for highly qualified workers in occupations for which there is a shortage on the Maltese labour market.
