Nationals of the EU/EEA Member States and Switzerland are able to work without restriction in Ireland, except for citizens of the two most recent members Bulgaria and Romania.
Bulgarian and Romanian citizens will continue to require a work permit probably until 31 December 2011 according to a decision by the Government on 17 December 2008. Employers have to apply for an employment permit. They have to prove that they have not been able to find a suitable candidate in the other EU/EEA countries. On the other hand they have to give Bulgarians and Romanians preference over citizens from third countries.
The work permit requirement only applies to the first twelve month of employment in Ireland, though. After twelve month a Bulgarian or Romanian national is free to work in Ireland and does not need another work permit.
For all other nationalities, a work permit must be acquired and it is fair to say that the expansion of the EU has made obtaining a permit in Ireland for non-EU/EEA nationals even more difficult.
