Nationals of the EU/EEA Member States and Switzerland are able to work without restriction in Finland.
However, information on the employment of citizens of the new EU Member States Bulgaria, Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland, Romania, Slovenia and Slovakia has to be given to the employment office for registration. Employment data for the registry can be submitted either by the employer or the foreign employee itself. The submission of this information is required at the latest 14 days after the beginning of the employment. The submission of this information is not required if the duration of employment is less than 14 days or if the police has already registered the employee's residence permit.
Citizens from all other countries need to go through a full work permit and residence permit application and it is fair to say that the increased size of the EU has made it even more difficult to obtain work permits for non-EU nationals.
To obtain a work permit:
The application for the worker’s residence permit can be made by either the worker or by the employer. The application can be submitted either to the Finnish mission, the employment office or the city police department of the population register district.
