Estonia has been a member of the European Union since 1 May 2004. EU and EEA citizens neither need work permits nor visas.
Citizens from other countries need work permits which their prospective employers have to apply for before they come to Estonia.
Obtaining a work permit is usually very lengthy and only possible if the Labour Market Board agrees to the hiring of the foreigner. The foreigner has to be a professional with skills that are difficult to find on the local or even European labour markets.
